West Sussex County Council is looking for a dynamic and creative leader with a strong risk management background to lead and develop the corporate risk management framework and to embed and champion a positive risk management culture.

With increasing service complexity and reduced financial funding, it is important to consider risks and opportunities when planning ahead and considering actions. West Sussex County Council has created this new role as part of an organisation wide drive to become better at risk management and to embed risk management in outcome based business planning. We are now looking for someone to build on these foundations and taking it to the next step so that services can be delivered using the best knowledge available.

The role reports directly into the Head of Performance & Intelligence and will lead, matrix manage, motivate and develop the risk management support functions across the organisation to ensure regulatory compliance and the delivery of an effective, efficient and timely internal risk management service.

The purpose of the role is to provide professional leadership as the Corporate Risk Manager for the organisation developing, implementing and embedding a comprehensive risk management framework throughout the organisation to support the achievement of operational and strategic priorities through the effective management of risks and opportunities. The role will lead on developing and maintaining best practice in partnership with internal services and external partners. By collaboratively working with the functions within Performance & Intelligence and within the wider Workforce, Organisational Development and Delivery Support Directorate (WODDS) and relevant directors and officers the role will support the development and application of the risk management framework within the organisation so that all risks are addressed and opportunities exploited.

You will embed a proactive risk management culture throughout the organisation contributing to the creation of policy, procedure, methodology and guidance material to enable and support the application of consistent risk management techniques and approaches throughout the organisation.

You will review and audit the strategic risk register and high level service risks providing reports on risk review activity and bringing to the attention of the wider Corporate Leadership Group issues of significant current or potential risk.
The post requires professional self-sufficiency, leading the corporate risk agenda with an awareness of the ‘bigger picture’ including creating new approaches which positively contribute to the corporate goals and outcomes.

You'll have leadership experience in a complex, multi-stakeholder environment, ideally within the public sector. You’ll be able to inspire and connect supporting functions across the organisation to ensure the organisation is actively managing its risks and opportunities.
