West Sussex County Council has an ambitious, sustainable and affordable five-year capital programme that is designed to deliver the County Council’s corporate priorities. The programme provides for strategic investments to meet increased demand on services and lay the foundations for a thriving, competitive economy.

We are looking to recruit the newly created Capital Programme Manager vacancy who will report to the Director of Economy Planning and Place (EPP). As the Manager of the Capital Programme Office you will lead a small team providing specialist expertise and advice to ensure that all capital projects are subject to informed, evidence-based and democratically transparent decisions. You will report on progress in delivering projects, their outcomes and key benefits at each stage of the lifecycle, ensuring that any issues are dealt with in the appropriate way.

You will have a high level of commercial awareness and experience of projects and programmes within a development / capital context. You will have programme management experience of running a complex programme(s) and in applying knowledge of project governance and control techniques, including financial analysis, project planning and risk management. You will also have experience of managing teams and broad operational experience across a variety of settings, appropriate to the business.
